Well... How do u do that?
untill Device manager i do follow... But putting a device as main... I dont
To do this, go to Start menu> Settings> Device Manager> User interface device once inside, simply remove his FILES:
- HID game controller (x2 for me but if you found more delete all)
- Gaming virtual keyboard
- Virtual gaming mouse
once done, launch the game.
If the issue is resolved, you could play with the gamepad.
Valid solution for windows 10

************************Spanish solution:
En mi caso siguiendo las instruciones de Darkphenix80, fui a "inicio de windows"=boton esquina abajo izquierda de barra tareas->"Panel de control"-> Aqui entre los iconos le di a "Administrador de dispositivos".
Esto no saca un listado de los dispositivos que tenemos.
Aqui para los que tenemos mando xbox, tendremos una linea que no hay que tocar ni desactivar nada que se llama "microsoft common controller for windows class".
***Solo hay que dar en la fecha que tiene delante a la linea que pone "Dispositivos de intefaz de usuario (HID).
Al hacerlo desplega el listado de estos dispositivos. NO hay que desinstalar nada! Solo Desactivar algunos dispositivos (NO TODOS que sino os podeis quedar sin mover ratones u otras cosas....).
Los que podeis desabilitar sin error son los que dicen:
"Dispositivo compatible con HID"
"Dispositivo de juego compatible con HID"
Y en mi caso que uso mandos como volantes y mandos virtuales que no son xbox he tenido que desabilitar tambien :
"Logitech virtual Hid Device"
"Parallel Port Joystick Device"
"Vjoy Virtual Joystick"
Solo desabilitando todos, el juego detecta sin problemas los 2 mandos de xbox360 wireless.
Para quien no sepa donde dar (a ver si consigo una captura de pantalla), ...cuando esten sobre un dispositivo de los que he indicado, veran que en esta ventana donde estamos, hay una barra de iconos bajo las palabras del menu de (ARCHIVO,ACCION,VER,AYUDA), en esa barra a la derecha del todo hay un icono que aparece con una flecha arriba o bajo segun tengamos habilitado o deshabilitado el dispositivo que habiamos selecionado del listado de abajo.
Hay algunos que no les aparece este icono, y no se preocupen pues no les hay que hacer nada. Solo teneis que deshabilitar los dispositibos que selecioneis cuando este icono os aparezca.
Cuando no vayais a jugar al juego, os recomiendo volver a activar los dispositivos para que otros juegos que necesiten de otros controles como volantes, vuelvan a funcionaros.
***********English Solution:
In my case I followed the instructions of Darkphenix80, went to "Windows Start" button at the bottom left corner = task bar -> "Control Panel" -> Here among the icons I press "Device Manager".

Just disabling all, the game detects smoothly 2 xbox360 wireless controllers.
For those who do not know where to give (to see if I get a screenshot), ... when they are on a device I've indicated, you will see that in this window where we are, there is a toolbar under the menu words (FILE, action, watch, Help) in the bar to the far right there is an icon with an arrow above or below as we have enabled or disabled the device that we had selected, the list below.
There are some that this icon does not show them, and do not worry as there is to do nothing. You only have to disable devices that you have selected when this icon will appear.
When not go to play the game, I recommend re-enable the devices to other games that require other controls such as wheels,etc so have ready them again.
O can't believe they haven't fix this f****** problem '-'
the problem is: another device is considered as "main game controller"...
So force Xbox gamepad as main in steam (1.) , or remove all others (2.)
(1.) on steam library: pick the game -> properties -> general tab -> Game input properties ... -> Select "yes"
(2.) or in windows device manager: uninstall every other input device, like Hotas, race wheels or keypad... can be caused by special featured keyboards like Logitech with function keys)
(point 1 is first thing to try when you have controler issue in any steam game)
BLUETHOOTH CONTROLERS HAVE BUG WITH THIS GAME BEACAUSE IF DETECT SEVERALS, NO GIVE THE FIRST CONTROLER DRIVER WELL. THE SOLUCION IS DISABLE HID BLUETHOOTH HID UNTIL THE GAME DETECT YOUR CONTROLER AS UNIQUE.

As the game no find the main controller, only detect the keyboard. I have a xbox, a swith and a g27 wheel and this game detect 3 controllers, i have to disable controllers until the game detect, but only "disactive", no need uninstall . Only "disable HID"=controllers until you see the game detect it.
Run at least 1 as "big picture" the steam for doing "compatilble" with xbox/ps/swith controller, and after this "disables HID" on windows.
