Platform Differences
Any differences between the new Steam version and the other versions released in the past? (As in, PSVita, iOS, Android, Windows 8, Nook, Flash, Facebook, Amazon Fire)

Steam version differs from any Free-to-play version of Doodle God - it's a paid version - so you don't have to make any additional purchases to pass whole game. And it's mostly like paid versions on other platforms, plus it contains more content - quests, puzzles, reactions, Steam leaderboard, Steam Trading Cards and new Tournament PvP mode where you can compete with other players online

Though I noticed people complained about the in-app purchases on the paid Steam version. Why is that?

Because you get a number of starting hints that you can use to help yourself out if you find yourself hitting a brick wall, these hints once used up can be rebought with money... The further down you get the crazier some of the solutions get making hints more and more tempting to buy, that is the reason for the outcry...

There is a page where you can purchase hints for main part of the game, but those hints also regen with time and you can get them as reward in tournament or through daily logins (although regen with time is rather fast so it's alone is usually enough). And actually there is an achievement for you to finish main game without using hints, but I guess it's better done on second run because some recipes are really not obvious even if you know what you need to craft and totally impossible without brute force if you don't even know what you miss.

There is a separate section where you can craft artifacts, it has it's own list of hints that don't regen and as far as I know you can't get them anywhere else except by buying. Artifacts are a 3 piece recipe, so it's kinda hard but you can know one of the pieces if you remember last reaction that unlocked this artifact and you can guess the item by it's description and frame. These artifacts don't block anything anymore (in other versions you needed to craft them or pay some gems to be able to continue main game) so you don't miss anything in the game except some of those artifacts if you run out of their hints too early.

And if you just plan to play without using hints, you are not locked out of anything at all.
