I'm into local politics and I seriously stopped expecting much that makes sense in digital regards. These people "ban", in consequence, using stuff like "google earth vr", but you can play some clear 18+ games or get porn with 2 clicks. Overregulation, double standards and a lack of purpose. Steam can do nothing and did its best in this regards. Proportionality? This is not the mildest remedy, it is one of the stupidest in my opinion.

The only way now, for someone in germany would be the use of an VPN and region change for the account. You might create a new account without steam guard. I wouldn't recommend the trouble.

(Steam does not allow this, you could get banned.)

Google earth VR is as hard to get as Dead Island or Wolfenstein Uncut at its time.
