Dang, I'm not sure what to suggest then tbh. Maybe you need to completely delete any trace of Google Earth VR (the main files, settings files, etc. outside the steam directory too) and that might fix it?
Edit: Apparently to a few forum posts it could be caused by google services being blocked by your government/isp. Apparently someone in China had to use a VPN for it to work. So try it with a VPN first and see what happens
