shukesoos tower requires that you have active fairies world shaping. you will notice it get taller the more fairies on the map.
You'll move on to B and A rank.
You will get exactly as many fairies as you need to unlock all the furies, higher level fairies become available as you progress the story.
If by "enlarge the dungeon map" you mean more stories in shukesoo's tower: stab furies into the world map (doesn't matter where) and the tower rises by 10 meters (i.e. one story) per fury. So 10 furies on the world map would mean you could go up to level 10 in the tower.
Just so we're perfectly clear, there's a difference between ranks and levels. Ranks (C, B, A, S) do NOT change. Levels (1-10) can increase with exp.
