Report a translation problem
You can save anywhere you want if you're not in a dungeon, but in a dungeon you need to find a save point, then you can save by just pressing whatever the equivalent to the A button is.
EDIT: It should be F to open the menu by default, and you are indeed looking for the System option.
You can't save anywhere even if you are not in a dungeon. You can't save during the VN-like cutscenes either.

To be clear, you go into the save menu, you hit confirm on a save slot, but it doesn't show up when you try to save again or load the save?
I'd assume there's some kind of security issue with the game's save folder. Saves should be located in your documents > My Games > Idea Factory International, Inc > Fairy Fencer F
