It's obviously inspired by it. The legendary Karate Master is literally Shozan Matsuo, and the headmaster of Shon Kokoro Dojo looks like Tsutsumi Jouhei

The characters are practically plagiarized from Garouden and Grappler Baki. The main character strongly resembles Bunshichi Tanba. As you progress you'll come across likenesses of Tsutsumi Jyohei, Doppo Orochi, Matsuo Shozan, Nagata, and Fujimaki Jyuzo's master. The character portraits during dialogue look as if they are traced or approximated from Itagaki's works. There also appears to be zero effort in making something original out of the last boss, who resembles the most recognizable character in the Grappler Baki series.
