GG Maker can create a vast variety of games from many genres (it's not limited to just RPGs). You can create FPS games with the 3D features however it should be pointed out that 3D is still relatively new, as such there is no FPS template currently - you'd have to start from a blank template and build it from scratch.

From what I've seen or remember people were using the 3D function for stuff like the Final Fantasy overworlds. I've mainly seen it used for Mode7 like and that was it.

Older 3D functionality never went beyond a collection of camera events. In recent months 3D functionality has expanded and it's now possible to import actual 3D models and create fully 3D games - with a basic 3D third-person template provided to help get you started.

is there a way to have multiplayer in your project without having to script a whole system for it?

You can create local multiplayer by adding Key Inputs that control a second character. For online multiplayer (which is not fully supported yet), you do have to script a system for it, as well as have your own mysql server running. Even then, real time multiplayer is not really possible at this time.

Getting back to the initial question...Yes an FPS is completely possible and has been accomplished already within a few test projects. A great thing to remember is that you aren't just limited to making a game with this. I have made a few application based programs using older off-steam versions. Secondly, you aren't limited to rpgs with the GG Maker scripting system.

I wouldnt recommend using GG, Game Maker or anything similar for 3d. You are better off with Unreal 4 or Unity.

While those engines have a much more advanced take on 3D, GG Maker is perfect for an introduction into the 3D field, which a huge amount of users yearn for. The simplified scripting method can provide for a surprisingly powerful tool ;)

What if the main game is 2D? Have you factored in maybe they're using the 3D mode for stuff similar to Mode7 for an overworld? Yes, I totally agree 001/GG Maker is NOT a good option for 3D games, I would also recommend Unity or Unreal for 3D games. But for 2D, especially old school Action RPGs, engine001 has it down pretty well. I don't however like the default character movement but pretty sure that can be changed.
