It really sounds like something at the file system level is having problems, so I'd recommend checking the disk itself.
I tried installing the software while running steam as an administrator and it had the same issues.
I suggest you restart your computer before and after doing it, as it might help.
There should be no issues running that executable directly under admin, so that is very strange.
But perhaps you have virus scanning software interfering, or you need to restart your computer between an uninstall and reinstall. Perhaps twice.
Sorry, I really don't know what's happening, and I don't exactly know what error messages your getting. But I hope this helps.
If you can't get it going, file for a refund and buy it from our website directly. The standalone installer on our website (engine001.com) might work out better.
