But all I figured out so far is, that I don't seem to have Japanese drivers installed (there is no mention of Japan, "109" or "106" anywhere).
So, what exactly do I do next? I tried switching the keyboard layout to US, but it had zero effect on the game (although It did switch functions of a number of keys)...
I'm sure I mentioned it before, but I had the same control issue on an old 1992 PC.
The first thing to do is go to the Device Manager. (How to get there depends on your version of windows, easiest way is usually to go through the Control Panel, or right click on My Computer, go to Properties, and find it in there.)
Then, go down to Keyboards.
Look for anything saying Japan, MCIR 106, or MCIR 109, or anything unusual like that. That is likely your culprit.
Then, right click it, update drivers. Choose drivers from your computer, choose from a list, pick basic drivers (HID Compliant if you're using USB). Let it install, reboot, then test out the game again. Once you're on the runway, press the +/= key next on the main keyboard (NOT the numpad) and see if it starts accelerating.
Or am I looking at the wrong thing?
Yes, the solution that finally worked for me is described here:
