That JEMM memory manager part is important. Worked for me and digital sounds now work.
Very late reply but hopefully it helps someone.
You will need to find the dosbox_1942_TPAW_launch_windows.conf file in your PAW install directory. Edit it so it looks like this:
[autoexec]
mount C ".."
C:
CD MPS\PACIFIC
JEMMEX FRAME=E000 LOAD
CLS
1942.EXE
EXIT
You will also need to place the JEMMEX.EXE file in the MPS\Pacific\ folder so it's sitting in the same directory as 1942.exe.

Once you've done that you should be good.
