Question regarding Fury and Fortress ships

The Fortress ship has a "weaker attack" and the Fury ship has a "stronger attack"
Does this mean the Fortress ship just has a weaker starting weapon, and thats it? Or does it do lower base damage? (Lower base damage meaning that if it gets the same weapon as another ship (say, Tempest or Fury), would it do less damage still?) And, of course, the same applies to Fury. Stronger staring weapon or more base damage? The reason I am asking if its lower/higher base damage instead of just a weaker or stronger starting weapon is that you can upgrade a ships base damage with the +10% damage upgrades and +15% for specific weapon classes, meaning base damage for a ship exists.

The damage reduction/boost of those ships is for all weapons. It's very close to the damage boost upgrade.
