I haven't gone to far in Shadowrun Hong Kong, the little I've had the chance to play I keep restarting. I did notice there are Oni, Fomori and Gnomes as "PC_excel" portraits. Do these portraits come up in the game or are they here for us to modify?

I have played through the game three times now, on my fourth character and I've not seen any oni, fomori or gnomes.
So nope, not in the campaign anyway.

The Meta Variant portraits are the Backer Bonus portraits. They aren't used on NPCs, only for the Player. There's one for every race/gender possibility. If you weren't a backer you'll have to cheat a smidge to use them. But thats easy enough.

I'm not aware if there's a more straightforward solution, however you can add custom portraits into the game. You can just do a quick Google search of "shadowrun hong kong custom portraits", it's VERY simple, basically allows you to put in your own custom portrait from any image you can find (you'll need to crop it a specific size first, which will be noted in any guide). You're free to use the images of these unique sprites, you'll just have to find them on the internet, save them, and then use this method.
