Seeing as the chief is loaded for bear with top of the line cybernetics, it's no shocker they won't fight if he's on your side of the discussion.
Sure you weren´t missing something?
Nah, I wasn't missing anything. I reloaded and did the conversation again and ended it without any bloodshed based on a few different dialog picks, so it's possible to give a sub-par argument even with all evidence. What's weird is, i'm pretty sure my first time through I was just clicking from the top down as well, assuming it would have me say everything possible. I could be wrong though.
This will provide a bit more evidence Gaichu was the HKPD target in order to convince Porter.
EDIT: Also I don't know how you can even fail to end the mission peacefully if you explore everywhere and find everything, even on my first time. You have to intentionally choose to escalate the situation in order to start a fight.
You are only recently employed by a Triad associated person. Chances are that you took this job 1st of the intial set of 3, since stopping a serial killer seems most pressing. You are still being tested, and only starting to build a reputation. The only sensible conlusion in such a light is to finish the job.
A shadowrunner who bails or clusterdreks thier 1st mission out in a new city, is not gonna last in that place long. Finding a peaceful solution is okay, but from a logical roleplay persective, why risk it?
Comes down to the principle, of always finishing the job hired for.
There will be a few run thrus thou where he lives. I think when I do my mage playthru, (who I always end up making an academic), I will make sure he's around, and probally another character when I feel like.
You need to get all the evidence for all scenes (duh!) except of at least one. (I didn't do the biotech check on tong's body)
What some may forget cause its a little confusing:
There is Magpie's Shop, and Magpie's Stockroom.
You need to get into the shop for two parts of evidence.
To get the key from the elders, you need to find Magpie's necklace down in the sewers. Don't worry, you can give it to the elders and use it as evidence later.
You will need virtually every piece of evidence, save using Biotech skills to check the bodies injuries, but you will need to investigate them to find out that they were not tortured.
You will need the piece of armor from the garage. If you can't get around the gangers, you must kill them to investigate the armor piece and have it inspected by the clothing lady in the place where the elders are.
You must have every optional part completed and only thing remaining saying to confront the elders.
During the conversation with the elders, pick the top options first as each one will explain a piece of evidence towards one of the discrepancies in their story and then let you proceed to the next available evidence afterwards, without cutting off the dialogue and moving on to the next discrepancy without explaining other evidence you had.
After explaining each piece of evidence, only then will you be able to have the guy side with you against the elders and not pursue killing Gaichu.
Examining Tong's body and shop can be done by your team mates.
More crucially, HK was rather buggy on release, which is when most posts were written.
