That's a seperate bug. For some reason, selecting the Mark Target upgrade causes her Mark Target ability to disappear. It comes back later after you upgrade her again, though I'm not sure exactly what triggers it.
It hasn't come back to me yet, mand I've upgraded her twice already.
Also, Haste IV requires Quickness 6, WTF? Is it supposed to be that way, or it's (another) bug?
It might have come back for me after I did Is0bel's personal mission. Much like the other characters, she gains a small bonus once her personal run is concluded. I think I noticed her Mark ability coming back some time after that. I definitely had it during the last few missions of the game, because that's when I finally managed to unlock the achievement attached to it.
I think I solved the "bug". If you go to the sell page, and try to sell the fetish, it says "requires spirit summoning 3". I'm assuming the charisma bonus is set up the same way, min 3. Probably done to prevent people front spending no karma and use the summoning ♥♥♥♥ with just the items.
My shaman have 6 CH and 4 conjuring + spirit control + spirit summoning.
Yet I have the bug! :(
Also there's a lot of solved bugs that are happening again, like Maximum Law not dying and Callum not leaving but his family saying he has.
Common HBS, time to work on the 3.0.7 patch. :-|

If you don't want to start a new game, you could unpack the .cpz archive (rename to .zip first) and copy my "fixed" version of the Spirit Fetish item (the .bytes file) over the original game one (make a backup first!).
I did as you said (I don't want to start a new campaign, 24h playing already) but it didn't work. I can see the fixed file in place (in /SRHK_Data/StreamingAssets/ContentPacks/HongKong/data/items/), but the Spirit Control is unchanged. I even tried dropping the item and picking it again.
I don't suppose you have a save before you acquired the Spirit Fetish you could test with and see if it is "fixed" when you get it for the first time? I'd like to try and find a way to make this work without a new game if possible.
In the meantime, without wanting to seem big-headed, I suggest folks subscribe to my tweaked 'Hong Kong Slap Patch' campaign (there's a link on the page for the Slap Patch mod) or 'Hong Kong Expanded' campaign (depending if you want the extra stuff or just the vanilla game) and hopefully that will mean not just these fixes but future ones added will work without making a whole new game. The way I made the mod, it should hopefully not invalidate any future HBS patches and I will be monitoring every update they release to adjust my unofficial patch if needed.
I just wish I could fix what for me are the "worst" problems with the game re: bugs, which are the broken prefab models from prior games (old trolls, Dragonfall dog, nature spirit) but those are things only HBS can fix while at least I can fix things like broken items (as in this case) or campaign dialog bugs (which I've yet to touch until folks start letting me know about them).
I don't have a previous save to try; I bought that item many playins hours ago. If I can earn enough nuyens, I'll try selling and rebuying the item, maybe that should work.
I think that the effects of owned items, spells, etc are determined in the "save" file (.srt). Unfortunately, the coding of that file doesn't seem to be plain text and thus I can't modify it, but searching through the readable text it seems to be that way. I found this line: "Fetish Charisma Spirit Controlunique_equipmentP*(". It has a lot of invalid characters that cannot be pasted here and I suspect that there may be hidden the specific effect.
When I get chance, I could make a test save with the unfixed Fetish, then use the editor to remove it, then re-buy it again. Alternately, if you could send me your save (backup first!), I could edit it for you and send it back with the Fetish removed and nuyen added to buy it again.
