Forgot to mention that Etiguette applies to choices in dialoge that can have different effects and can appear when dealing with someone of that group. One example I can offer is the Gang etiquette can get you in good with a local gang that will either stay out of your way(less hostiles to deal) or assist you by coming to your aid in a street fight or giving up info you might need to complete a quest.
There was really never any distinction between that and gang.
And between the two, "Gang" is a lot easier to understand. What even is "Street"? "I know how to avoid the gangs". Why not just roll it into Gang at that point?
As for your second, there really aren't any best Etiquettes. Some are more frequently useful, others give you better rewards. I haven't gotten very far into the game yet, so I can't say which are the most useful for this run, but I always choose the ones I feel my char would know anyways regardless of what's optimal in terms of the game.
This is generally the best way to do things with your starting 1 (or 2, if you're part of the glorious elven master race).
In this case, with your character having a bit more of a defined background, I would recommend Gang, since you did live on the street before Raymond found you, and perhaps Academic or Corporate, since Raymond seemed to be very strict in his wish for you to stay on the light/right side of the shadows.
Yes, there are 'best' Etiquettes and you just gave the reason why. Some are used far more often than others. That makes them better than ones that are not used very often.
Because you grew up in the US - US Street (which you might know) is not going to be useful in HK - which would have its own version that your character wouldn't know.
