Then I reloaded to before the conversation and mentioned her necklace in the sewer and the blood in the storm drain. Peaceful resolution. So yeah, use every dialogue option in the final convo.
I don't really know if Gaichu is worth it though, yeah sure he's the warrior powet type and all, but for a melee character he seems to do about the same damage as my main, without the AOE options of a mage.
Basically, get all optional objectives (talk to everyone, etc) then when you're pleading your case to the porter, you have to exhaust all the dialogue options, starting from the first available option and progressing down.
My instinct, just as a normal gamer, is to try and pick the most reasonable dialogue option that will get me the best outcome. In this case, as it stands, don't pick the 2nd or 3rd dialogue option first; pick the top dialogue option first, and exhaust all dialogue options.

Also @Zagreus, Gaichu is a samurai that eats people. He's worth it.

Super odd, I did not show the elders the necklace, because I went already into the her shop before I found the neclace. The guy did not believe me, had done apparently everything and still it was no use.
1. Gaichu was contracted by the Elders to kill Magpie:
- Blood in the Shower
- Pendant in the storm drains
- Missing data from Magpies servers
- The Police was let into Whampoa to kill Gaichu
2. Gaichu is not a mindless killer:
- His last vicitm has been killed swiftly by a strike to the neck (Biotech required)
- Astral Presence suggests that there has been no struggle (Shaman required)
- Blood smeared at the walls was just a distraction
- Suggest taking Gaichu with you (dunno if that's important)
Dunno if this is necroing or whatever, but I found this post on google when I was having the same problem.
I did the level with these steps, and did a quicksave before talking to the ghoul. It didn't work, but I ended up making it work afterwards, in case anyone else had the same problem.
Next to Rainbow, who is in a room next to the elders, is a tailor who you can show the armour nugget to. She will comment that in order to damage the armour to this extent, they would have known that they would be going up against that particular armour and catered to it.
After talking to this tailor, a new branch of dialogue added up and then I no longer got stuck at the "muddied waters" trigger.
(Note that this meant I had to do the optional search the garage. You need either gang, socialite, or to clear them out).
