It's really good against the mages on top of the skytower.
This is strictly on a side note, but for anyone deciding on which choices to take at every even CHA level, DO NOT choose ganger. I used it once I think on Gaichu's mission and havent seen it pop up again :/
It's used a couple of times, but yeah, it's one of the less used etiquettes.
The most notable times you can use it, off the top of my head, are...
1) To convince Bao's guards to let you talk to Bao during the first mission to Kowloon.
2) To convince the Red Spears to let you investigate the garage during the Red Spears mission.
I think there are three other times it's used, but I can't recall them offhand.
On grenade launchers, they are nerfed in the bonus campaign as some enemies can now throw them back.
