This is false. You don't need Gaichu for that 1 karma. There are other ways of getting it.
For the particular karma point he was talking about, yes you need Gaichu. The exact point he is talking about is when the door guard freaks out about Gaichu's appearance and you pretty much tell him he's "In costume for some show". Though I believe that point is just an alternate route to obtaining the karma for talking your way past that guard, I think it's the funniest way of earning it.
Ugh. I'm pretty sure I did that, but I haven't found her in the Walled City yet.
