Is the monofilament whip patched?

I haven't played in a few years and I remember that the whip used to be STR based even though it says its not. Is that still the case or did they fix it in a patch?

it's been maybe a year last I played it and I had excellent hit rating on max diff from ranged combat with filament which the tooltip suggests. So I'm going to go on a limp and suggest its fixed? If you think actual attack damage, it doesn't scale with either afaik. It doesn't have STR based damage increase like melee weapons. Since it takes enemies out of cover on first hit, and 14 base damage, it's still pretty potent.
