They're not turn-based and not here on Steam, but have you heard of the Syndicate series?
They're getting up there a bit in years by now, but the cyberpunk is so thick you can cut it with a mono-filement whip, and for their time they had some crazy tech. Like fully destructible buildings and such. Plus some at least light RPG style mechanics, like letting you upgrade your agents.

Only other game I can think of is Invisible, Inc, but though that one's turn based, it veers closer to the stealth genera. Has some cool cyberpunk stuff, however.
