For spells, I think, Conjuring 6 will be enough for you by mid-game: Dual Blur 2, Lightning Barrier (it's better than Fire Barrier, imo), Haste 3, Armor 2 (or Fog, or Shadow) - you'll have 4 slots since you'll strip 1.5 Essence (Datajack + Magnet Arm) by cyberware.
By end-game and mini-campaign you'll have enough Karma to max out drone skills and charisma+conjuring, so you may advance even in spirit summoning.
Would the Whip be useful with those points in ranged? I don't believe it takes a weapon slot and I've heard it' ace.
Security etiquette definitely will come in handy. Charisma will also improve aim of conjuring spells, so why not.
Whip is ok, especially early in game, but cost 1 Essence, think if it's worth it for you. And at bare minimum of Ranged Combat 3 accuracy would be not so great.
BTW, at Cyberware Affinity 3 you'll get additional 1 point of Essence, so it covers Magnet Arm, and you'll have 5 spell slots.
I refer to DF, where you could use a Deck and still pick up a weapon, for 3 weapons + Deck (as described in my DF guide). Only worked if you had 3 slots filled with a Deck and then picked up a (usable) weapon on a mission. Probably also works to use 3 slots without unlocking the third (never tried it though). Now if that still works it would be interesting what kind of weapons you find. You can exchange the weapon later but you must fulfill its requirements to pick it up in the first place. Thus you could aim for a low requirements weapon to pick up, to then possibly change it and have 2 drones + deck + weapon. Ought to be a major thing for a Rigger. If it still works.
I'm not sure about that, but from what I've read, money is sparse, so splitting between rigging/decking is quite hard when Is0bel or Rigger dood can fill the rolls at the same level or better, so it's a case of who to bring.
I'm building this character to achieve the skill checks more than anything, think I may start again as there is a guide in this sub with details, I think I need more Biotech and Int before I get an additional weapon slot. I'd also argue getting the 4th etiquette (Security) before adventuring on the bad qi mission.
Nope, any gear, including cyberware, does not unlock perks, only increases hit/crit chance and helps to pass skillchecks.
