I managed to kill one at around level 30. I had Yang use 'Cover Counter' on Ursula, then defend the entire battle. Ursula used Chakra every round, on whoever needed it the most. I may have used a spider silk on it to slow it down as well (are they available in that Tale?)
The Red Dragon will alternate between attacking (once or twice, I forget), then using Thermal Rays. When he attacks, if he targets Ursula, Yang will block then counter attack. If not, Yang will just be hit. The key to the whole thing was to have better speed than the dragon, so Ursula could keep them both healed up.
2x Ice Claw with Yang was my setup, I believe. It worked, though it was fairly slow. I was focusing on a safe way to take it down, and there is probably room for improvement here.
The reason I tried it with just the two of them is that Ursula learns a new ability at the end of the Tale that does decent damage against the Red Dragon, and I thought it would help. I didn't end up using it, though.
The other monks do have a specific level cap (20, maybe?), so they aren't as useful. Either way you'll need to level up a bit before you can take it on, I think. I just tried at the end of the tale so I'd have to spend less time grinding levels.
i also used defensive items over the ones with more dmg......i dont know if more damage would have worked better as i didnt try
