2.c. No, it still counts even after being consumed.
2.d. No, just load your completed save of Palom's Tale and go straight to the Pub to collect the magazine.
Something doesn't work ... I did Palom tale, got the magazine and saved. Then I tried new Crystals tale, but it starts with 6 magazines only, they should be 7 (8 total, 1 in Crystals).
Same happened in FF5 - I got all achievements except one that doesn't want to trigger.
Which achievement that failed to trigger in FFV?
The last achievement that didn't trigger in FF5 was Treasure Hunter (to open all chests).
Select Tale -> The Crystals -> Start -> Palom's Tale -> Load -> select the latest save where you've picked LLH
If you've done so but the LLH still won't carry over, then try to finish Palom's Tale once again. IIRC you only have to finish Lodestone Cavern from that check point.
That was unfortunate. I'd get annoyed as well if the achievement won't pop up in the end. I had to follow the guide to the T to get that achievement.
