If you have installed everything correctly, you should have this file : "<SteamFolder>\SteamApps\commonTennis Elbow 2013\Mods\ITST117\Data\Pak03.Pak" .

It should be installed in Mods/<Mod name>. In this folder you should have all necessary files (data, menu, sound...). Then check your Mods.ini. It is located in "SteamFolder>/SteamApps/common/Tennis Elbow 2013". Open it and check line where is Load =. There should be mod name or <All>. If there is <None> just change it.

it all checks out. but how do I actually play the game with the mod? Its still the same

Are the menus changed ? If no, then the Mod isn't applied correctly.

You have Windows ? Or another OS ?
Try to delete your Mods.ini , and if it still doesn't work, run the ITST installer again.
