it depends on what you're after.
If for you what brings the Mods into the game is important, then you should better stick with TE2013 till modding will be fully possible on TE4.
Else, overall TE4 is already more complete & realistic than TE2013 but with 3 important exceptions :
- there's no online mode (this is my current task)
- Modding is very limited ( = can only change tournament & player bases + 2D courts)
- the gameplay is a bit less polished and balanced than in TE2013 (eg: the 1st serve might be a bit too effective and the 2nd serve a bit not effective enough)
