How to enable SteamCMD anonymous login for an app?

Hey!
I'm one of the developers of LinuxGSM, a command line based game server manager for linux, and I saw that you enabled the anonymous login for BrainBread 2 on SteamCMD and that you are very active in the Steam forums.
So...
I would be very grateful if could summarize the process of enabling the anonymous login for an app here or in the linked GitHub issue thread to help the developer of Teeworlds because he doesn't know how to do it.

To have anonymous login you have to create a Tool AppID, not a gameID. Todo so, if you are a developer for that certain game, you need to login into SteamWorks and create a "Tool" for it, or contact Valve about it.
