I've tried just about everything I can think of. I've googled various machines and copied them with no success. They seem to have massivly increased the wind on this level and no matter what I build it instantly gets blown away.

How the hell do I beat this level?

Have a car.
Have a flying spiral below the car.
Activate the flying spiral to keep you gripping to the ground
Drive.

As soon as it gets out of the shelter of the rock you start behind it gets blow away.

you need a creation made almost entireley with ballasts, with inverted and regular wing blocks pulling the creation to the ground: heavy and pressed is the only way to escape

made it with this. the idea of it was to be small, slow and heavy. wheel speed set to .50, ballast set to 2.00.

just use bomb(s) to shoot the little blue cube to the win circle, its what I did

I made it using a heavy ballast-filled vehicle propelled by steam cannons. A little hard to control in the storm, but the power of the First Industrial Revolution is enough to face it.
