You can find some 3D anime-like characters in Manga Studio:
http://my.smithmicro.com/manga-studio-comic-illustration-software.html
But there is like 5-6 models at all.
Daz Studio is free and it's what I personally use to reference when it gets tricky.
It is free, but how they get you is they have you spend money to access some sliders that do neat things (particularly with like boobs or whatever), but you can probably get by without them depending on what you're trying to do.
EDIT:
That said, if you want the anime look, you will have to extensively modify the original model... but Daz Studio 3D models help give you a good starting point since you have so much control over everything (camera, pose, proportions, etc.).
Is there a non-chibi version? Or a male version? I've seen videos of both, and also a video where they zoomed into her face. WTF?
What ever the correct term, I was hoping for one where she doesn't look like a kid. I saw one on Youtube, which seemed to use similar software.
Khmix is a content-based software.
There are lots of artists producing templates for Khmix, Templates means the body, clothing, facial features, hairstyle... that can be combined together into a character.
Check this out:

does this character looks like a kid to you?
I'm using a template by kaoru
you can get them here: http://gensoukyou.1000.tv/
It's actually listed under khmix's page as well as a link.
EDIT: kaoru mostly does alphes style of Touhou characters and is specialized.
To save you the trouble, you can get a wider array of templates for khmix here:

Also does this export 3D models?
No! These are 2d pictures, not 3d models.
It will be nice to get it added to the resources post, and also to find some sites with free to use resources for KHMix.
Also, any opinions on alternatives like IIcharacter or CharacterManaJ or MoltenMercury? Any idea if resources are compatible between them?
