umm...pretty sure he is right. you just check the poster for password and go around talking to all the chocobo girls when they appear in the evening.
is actually a sidequest item in the game and not dlc so he will just have to do it to unlock it.
I assumed it was a DLC reward for owning FF14.
That makes a good deal of sense.
To be fair, it is a reasonable assumption for someone who hasn't played the game before given that the miqo'te garb is pulled straight out of Final Fantasy XIV. It is the starting gear for female miqo'te.

Plus it behaves exactly like many of the DLC garbs do. The victory music is changed to the victory music from FF14, and the victory pose is changed to the female miqo'te /pose emote from FF14. It's consistent with how, say, the sphere hunter garb works. It plays the FFX-2 victory music and Lightning throws her sword up in the air like Tidus did in FFX, and like Yuna did while using the warrior dress sphere in FFX-2.
It really would have made more sense as DLC than it did coming from a random sidequest, so I think it's fair that people would assume that.
