Licensing? Square owns FF. Which means they own Aerith's likeness and such. I'm gonna go with laziness.
They included Cloud though.
Don't think it's legal or licensing.

That's not the reason. Game includes outfits from other FFs like VII or even FFs that we haven't seen on PC, like the Yuna outfit from FFX.
It has to do with the fact that Aerith's outfit is limited to the owners of the japanese guide of this game. May I say should, because someone ♥♥♥♥♥♥ up and allowed anyone on consoles (for a limited time) to "purchase" it for free. So I guess it has to do with the agreement between Square-Enix and the publisher of the guide.
In any case, fear not, modders will find a way to implement its use in no time.
Yeah I'm willing to bet even if there's no game files, someone will just mod that outfit in (Like legit just recreate it)
Well, if I were SE I'd have done this. It's probably not going to be the case, but one can hope.
