It all comes down to learning how to deal with specific enemies, and how to set up your gear properly. It's a lot of fun obtaining new gear too in this game, and the customization on Lightning is real neat.
Also, the game is very easy if you use the bonus schemata given like FF7 Cloud or FF10 Yuna. They're just OP
EDIT: Yes, I do use the DLC garbs.
Of the previous XIII games, Lightning Return doesn't hold you hand. You'll need some knowledge of the basic or you'll likely find this game difficult.
In any case, it's a fun game and performance is MUCH better than the previous two titles. Give it a try, play on EASY MODE, and ENABLE the DLC's "Solider 1st Class" and "Yuna" garbs and weapons. Those two garbs, their weapon and shield, will carry you through the entire game pretty easily.
It's just boring to hit only with the "weak point" skills / spells. Before the stagger your damage is sooo low - even on easy mode. And in the stagger mode the damage feels a lot better.
I played Final Fantasy 8, 9, 10, 10-2 and 12 without any problems.
I play Lightning Returns only because of Lumina. I like how she annoy Lightning (which I don't like).
Figure out the monsters stagger weaknesses and exploit it to the fullest.
