Okey doke.
1. Have a stage 1 spell on each garb (Aero/Blizzard/Thunder) and have Attack on one garb.
2. Use Attack to jump in the air, then use Aero,Aero,Aero, Garb Change, Blizzard, Blizzard, Blizzard, Garb Change, Thunder, Thunder, Thunder, Garb change etc. etc.
3. Rinse and repeat for 2 more staggers.
(Using Attack first to jump in the air will give quicker casting speed and will stop you getting hit by Grand Impulse.)

Read the "Strategy" part, it'll help you build up useful schemata for that particular fight. Keep him debuffed and steal his buffs. Also don't forget to bring a shítload of potions and phoenix downs.
Btw I've read that the final boss is easier to beat than Ereshkigal, you should be fine.
And yeah, poison all the way! just need to re-apply it quite often as you stab him in the face.
The final boss.....can be kinky at times (he does have some cheap trick under his sleeve). But in new game+, it's not someone you can sneeze at.
