So at the end of 13, Lightning became the pseudo-god of Valhalla (Land of the Dead souls or something like that) there she resides for an undisclosed amount of time. After that amount of time the antagonist Caius comes there and fights her to... free the soul of his dead friend? Something like that.
Ok, now to the actual important story:
Lightning needs her sister, Sarah to do something, but doesn't believe that she can fend for herself so she sends her a companion from a different universe, Noel.

"During the fight at the end of Final Fantasy XIII, the Goddess of time, Etro intervened, which is what freed the group from being Ceith/crystals, and allowed them to conquer the Fal'Cie. The intervention disrupted time itself and caused the timeline to kind-of fracture. Lightning was caught in a paradox and she wound up in Valhalla.
Valhalla is a kind of limbo. Time doesn't move as it should there. Lightning becomes a guardian for the sleeping Goddess, Etro, to protect her from Caius.
The other characters from XIII were also caught in paradoxes. Snow becomes a l'Cie again and gains some new powers, he (perhaps foolishly) believes will help to save Serah from her inevitable fate. Fang and Vanille didn't come back. Not really. They appear in alternate timelines, where potentially any number of whacky chain of events may have occurred. If this was at all explained in detail, then I don't remember, sorry.
Caius is a guadian for Yuul. Yuul is a seer. She's gifted/cursed with some of Etro's power, and is able to see and exist at once in all of time, along with Caius. But Yuul dies every time a paradox is resolved, or something drastic changes - so Caius has had to endure watching Yuul die over and over, and over, and over, and over. Caius sets out to slay Etro, and collapse all of time into Valhalla's timelessness and chaos.
Noel comes from the end time for Gran Pulse. He is the last living human when the rest of his tribe die, and he's left to walk Gran Pulse alone. Sort of. The other people left before him were Caius and Yuul. Caius trained Noel to become a guardian for Yuul. Caius wanted Noel to kill him, but Noel refused. He didn't want to kill Caius and he was afraid of being alone. Yuul in that timeline dies, Caius leaves to pursue his grand plan. Noel is all alone, until Lightning uses her fancy new powers to intervene and whisk Noel away to find Serah and bring her to Valhalla.
Serah, as it turns out is also a seer, like Yuul. Hence why Serah dies at the end when the timeline is restored. That is, right before Caius' plan comes to fruition." -Lhomity | 2 years and 4 months ago.
