To improve performance, go to your Nvidia Control Panel --> Manage 3D settings --> Program Settings, add a profile for Lightning Returns, and in Power management mode, choose "Prefer maximum performance" (very important). You may also want to enable Triple Buffering and Vsync in Nvidia Control Panel. In your computer's power options, change your power profile from "Balanced" to "High performance".

That is a result of the way the game loads in new areas. In Luxerion, for instance, the entire city is not loaded in all at once. The city is divided into districts and those districts are only fully loaded in when you enter them. This is why the framerate hitches when you pass between districts. They should only be momentary drops, and they should always happen in predictable locations.

True, but with a SSD classic (500MB/s read and write) you can get a little improvement.
ANd maybe for really rich people, with a SSD like 960evo (3GB/s read and write) it can be even better.

I'm running from a 960 Evo, with i7 9700k, RTX 2070, and 16 GB of RAM, and I only get 60 fps if I stand still. Lesser computer at least kept 60 fps everywhere save for the center of Yusnaan. I'm getting annoyed trying to troubleshoot this one.
