Anyway, here is what you had to do. You need a hotseat campaign and write change_faction (France, Poland, etc but the one you do not control atm) command in the console and then you end turn - then you should be in control of other faction.
The version of the game also mattered. I guess you needed the latest ones. Maybe someone else can correct me if I missed something.
but don't know how to use it?
This way you can have multiple shortcuts with different command line options. When you run it in debug you can switch factions with shift+0 through to 9 for the factions.
