Cheat Codes Don't Work

I've tried getting cheat codes to work, but there is no way to bring up the console. Some sites claim that the ~ or ` works, but it hasn't worked for me. Even the Talk button doesn't seem to work. Are there any specifics to getting the console to work?

There is no console. Type in

.muchkoku.

including the full stop at the beginnig and the end. You will not see a console appear, or any letters appear, you will not hear any sound but you will have much koku.
