Idk, I am not sure about it, but I think I read somewhere that this is how you are able to play VV in local co op. You should check it out yourself, experiment a little :)
Then start (as player 1), go into the pause-menu and click on local co-op.
I've tried that, multiple times. The second controller still controls the same player as the first controller.
Player 1: controller 1
Player 2: controller 2
The second controller will still control the first player. Tried joining mid-game, and also the local coop option from the main menu. Same problem. And for some reason the settings show controller 1, 2, 3, and 4. Tried each one, still having the same issue.
Are you using Xbox controllers or something else through an emulator such as X360ce?
main menu"Options>Controls> " and assign controller to both player one and two.
