Lets say there is a 5% chance for items to drop and when they do there is a .1% chance for it to be legendary. Obviously increase item find rate 100% would increase drop chance from 5% to 10%, but question is what number scale does it take on find better items to increase the chance from .1% to .2% to be the same type of doubling your chances.
With that said without looking through the code I couldn't tell you wither +50% drop rate or +50 quality drop rate will yeild better results.
At this point i realized that simply playing the game allows for a decent change of legendary from random mobs. I think the way the drop rate is structured is actually quite balanced.
