Can't even start a new game

No mods on and whenever i press start new game the game crashes to desktop at 8 or 14% loading, thank you Paradox for giving us a game that doesn't even work

My game also never starts. I have
1. Clear Your Config and Cache (Most Likely Fix)
2. Force the Correct Graphics API
3. Check Virtual Memory / Pagefile Size
4. Execute a Full Clean Re-Installation
My only option was to roll back to version 1.2
