War casualities and population(educated people killed off in war and uneducated discriminated cultural people spared)
In 1.3+ patches, the war casualities of manpower pool is replaced from actual population, who are promoted to soldier. I think it make sense.

What I find is in my Byzantine campaign with capitol rome as roman empire, the population from rome is too difficult to grow as every war casualities extract like 10K pops.

meanwhile some other cities and area's populations more than 100K are not effected.

what I find out is the army recruiment centers can only build in accepted cultural area so that populations is effected by war casualities meanwhile discriminated cultural area can grow.
another factor is education that promotes quickly into soldiers that kill off the people in war and thats the reason rural area are more spared than educated

I am not sure the game is intended to use levies up into late game but eventhough regular army is feasable enough for mid to late game military campaigns the casualities of primary and accepted population and educated population is more than the other end doesn't feel right at least for me.

I agree i do not understand why only accepted cultures give soldiers imo it should if even be the opposite way around maybe with a morale penalty but idk. Maybe give us a law which is aviable from the start or a estate thingy like for nobles "enforced drafting". I dont like this culture dependent recruitment thing at all. Maybe though this is already in the game and i haven't seen it yet.
