Please remake the formula for being a HRE circle leader or prevent extra-territorial countries from being one.

i'm playing austria, so i'm pretty large, but not emperor yet, and while i'm in a circle with milan, venice, and a large florence, none of us are competing for circle leader.
the actual leader? the bank of peruzzi, because they receive 0.55 prestige from enemies that are a threat cuz everybody and their mother is stronger than them, and is thus always at 100 prestige. it's impossible to challenge them cuz with a lot of members spaming the modifiers, the satisfaction of the circle is always maxed out, and thus winning the challenge requires having 25 more prestige than them (impossible)
