New Great Power Formula excludes trade powers from GP status and Hegemonies

Since the new GP calculation is purely based on territory, trade powers such as Venice or the Netherlands (in historical borders) are excluded from Great Power Status, thus from Hegemonies and Venice from its achievement.
One could argue that those two countries have been great powers in history and this was not because of their territory, but more important, if a country has the greatest fleet in the world, it should be Naval Hegemon in my opinion, no matter how much territory it possesses.
Thus I would like to suggest to remove the Great Power criteria from the Hegemony requirements, especially if you want to keep the GP formula as it is.
