Beta Patch 1.3.2

Hello! As of now, patch 1.3.2 for the open beta is released now. It's key changes are nerfs to diseases and some fixes to the good stockpiles which should have a knock on effect for the economy.

I was playing as Tuscany in the 1.3 version. I reached The Age of Reformation and the italian wars situation was acitve. I could fight anyone in the war since the HRE law prevented war between members. Therefore I tried to find a way out of the HRE, which was also impossible since i could not make a CB or no CB Bohemia.

To form Italy I personally do not like the requirement to have won the Guelph and Guibbelines situation as the Guelphs(which is impossible because Naples and Bohemia was on the same side). I would rather have the requirement to have won the italian war to form Italy
