Form rome doesn't work bug

Let me explain the situation: I had everything I needed to form Rome, but some states rebelled, causing me to lose that option. I reconquered them, and the option reappeared, but it was unavailable, and the requirements for forming Rome also disappeared. I should mention that Byzantium is now Latin.
