Union Partner Constantly Forcing Vote on Union Foundation
My King is King of both Portugal (me) and France, and thus we are in a union together. As often as they possibly can, which is to say within the month after the last vote resolves, France proposes to change the union foundation law. One time, from maintain federal status, the next to establish seniority.

France has more votes than me, so their vote always wins. If I vote against it and lose, my estates all lose 15 satisfaction. If I don't vote, it still counts as loss for some reason and my estates all lose 15 satisfaction. I just have to keep going to the union and voting with them every time, for no reason.

It's very tedious, and I had to learn the hard way that it would tank my estate satisfaction to ignore the problem.

I noticed when I was in a defense union with Spain, they also pointlessly voted to change the defense union type as often as they possibly could.

Is this a bug, or is the AI just being dumb?

Yeah, I had that one too. Also, if you enter a defencive pact, the AI keeps spamming votes for mutual defence. I wrote it off as bugs, but what do I know.
My Naples run came to a halt over this. Naples starts in the Neapolitan-Provencal marriage union, and I made the mistake of ignoring it, leaving it at federal. The hits to estate satisfaction could not be overcome by the tick, nor the boost you get by calling a parliament and eventually it bottomed out with a noble civil war. I saw no way to extract myself from the union, and my Queen, who led all the nations within the union, would not die. I didn't even know this was the cause until I sought help on the Paradox boards. I was told I could leave it at any time, but never found this option.

Maybe if I had played along and maxed out the integration I would not have found myself in such a pickle. But I didn't and paid the price.
+1. Noticing the same behavior in my first game. Ended up in a union with upper Bavaria as Brandenburg and it's so tedious having to vote on this over and over again.
