There's a difference between a Region and an Area.

"Starting as Ayyubids, either you or your subjects own: Egypt Region and Hejaz, North Yemen, South Yemen, Levant, and Jazira areas."

Oh man, I forgot to conquer Lybia, where I thought that North and South Egypt is what I had to conquer, not a whole region. So the achievement actually works, not like wittlesback, where you have to do it on 1.1.3
