Put him in Charge of an Army, let the Whole Army wiped out has a Chance of killing the Army Leader aswell, as far as i know.

Otherwise the only way to get "Rid of him" as a Ruler at least would be do make him Abdicate, but that Option is only possible when a lot of Conditions are met, like Total Stat Value under 100 Points and some other Stuff.

Or Change from Monarchy to Republic, i think that also starts to Elect a New Ruler.

But completly killing him.... I dont think there are any kind of Reliable Options, except sit it out and wait till he is gone.

Best way to shorten ruler life is to move him outside locations that increase it. Prosperity, development and some buildings (Hospital) increase character life expectancy. But when you put your ruler in charge of army or navy you can move him to different location. So far best place to put ruler to shorten his life is arctic sea using navy. Sea tiles all have 0 prosperity and 0 development. Arctic climate decrease life expectancy by another -5 years. if you don't have access to artic sea tile, regular sea is second best.
