Cannot create Fabricate Claim
playing as Holland I built two spy networks, one in Utrecht and other in Flanders, had the 20 points required in each one but in neither of then can I fabricate claim or do a CB that doesn´t have 900% penalty for taking land.

Any help? How can I build Fabricate Claims or something to get territories?

you have to do it through parlament, if you get your parlament support up to 50% on an issue, you can ask them to make a claim on a province for you. just know that it will then be hard to pass the parlament issue, but you will get the claim even it the issue fails
There is no point going through parliament for simple CB, just start no-CB war.
You usually are not able to get any decent CB with a spy network. your regular CB is done by using the parliament and sacrificing 50% approval rating for a CB.

There's a point if you're in the HRE, which doesn't allow non-CB wars once the Golden Bull is passed....

Parliament gives you the option to fabricate claims for a casus belli. The spy network CBs are handy if you want to declare on a rival to take gold, humiliate them, force them to annul treaties, et cetera.

If you want land utilize Parliament. The 7 stability hit you'll get for failing Parliament is much better than eating a no CB war penalty (and if you're smart, you can use it to push values you're trying to promote like doing interior focus and deliberately failing to get Naval value push).

As an aside Flanders is a vassal of France (or sometimes England if they swap sides) and significantly stronger than Holland. Maybe go after Frisia and Guelders, first, before you try to take on someone who will kill you.
Always look out for insult CBs. Sometimes AI roleplays a bit too much for its own good. I think as Holland, your neighbor Frisia always ends up insulting you and you can the use that CB to grab their land. Bit more costly than a proper claim, but they're only 1-2 provinces anyway

Stability is easy to recover within a year as it is just money anyway, and you should always have enough of it, much easier than getting 50% approval from the estates. Letting the estates slip below 50% is never recommended.

Easier than getting 50% aproval?
Unless you have done something strange, all nobility proposals should be default to around 50% for most of the game as they usually have tons of power in most nations. so by just clicking on a nobility agenda you are already on 50% before giving in to any further demands.
but yes, Stability is easy to come by, though there are other issues like antagonism to contend with, so I myselfe find the Parlament CB to be way better than no cb for the most part
