It's an issue with "separatist revolts" in countries automatically choosing a country to "defect" to as soon as they declare independence. Golden Horde and the Jalayirids are both considered "breakaway states" of the Mongol Empire, meaning that they start off with Mongolian as their primary culture. Rather than adapting to the local cultures over time, they instead start assimilating, meaning that there ends up being Mongol minorities all over the Steppes, Mesopotamia, and the mountainous region between Anatolia and Persia. When those lands get conquered, separatists naturally begin agitating, and when a revolt actually occurs, Mongol separatists typically choose to defect to Yuan because they're the strongest nation of that culture.

This exact thing happened to me today in my Kiev game, had a small mongolian vassal that rebelled and suddenly Northern Yuan was the war leader and was thousands of miles away from me, so the war never ended
One reason I haven't started playing ironman is so when this sort of #$^% happens I can console, tag switch and yesmen out of the war after stomping the rebels. so I'm not stuck in an unending silliness
This terrible mechanic they added in the last patch: the Yuan or the Golden Horde never come to me because they have no way out, just like me. As a result, these wars last an average of 5-7 years until they reach the white peace. And all this time, I can't perform some diplomatic actions during the war. I hope they'll remove this.
This is absolutely buggy system that needs to be fixed. No country I have not even seen, not to mention do not get access to, should be involved in my wars.

This is one of these things that sounds cool when posting promotional materials, but is totally unfinished and does makes the game truely unfun. It only shows they tried to add too many systems at once without properly thinking through, and why the game badly needs another year or two in development.
